Key Responsibilities:

JOB PURPOSE

The Social Worker (SW) officer will be responsible with the admission, evaluation and closure procedures for the project beneficiaries in the Hub Center/s. S/he elaborate and structured the beneficiary’s documentation according with Social Assistance Law no.292/2011 and Mandatory Standards for Day Care Centre for vulnerable children, will respect WVR policies and procedures for licensed social services. Together with CP officer provide weekly integrated Child Protection (CP), Mental Health and Psychosocial Support (MHPSS) activities to Ukrainian refugee children and their caregivers in the Happy Bubble – Child Friendly Space run by World Vision Romania. S/he will collaborate with Safeguarding and CPHA TA’s and provide support with individual child protection case management and organize monthly group activities with children in partnership with Local Child Protection department that promote protection of children against violence, abuse, neglect, and exploitation. Provide support for by-monthly integrational activities with host community for refugee children. Provide support on beneficiaries’ selection and registration in LMMS based on the vulnerability criteria which prioritizes the elderly and families with children and help with the distribution process of NFI and Food Vouchers. S/he will provide field reports and activity. S/he will be linked to a wider network and will receive on-going supervision to strengthen their updates or challenges to the Field officer/ Safeguarding and CPHA TA’s on a regular basis.

MAJOR RESPONSIB ILITIES

Admission, evaluation, and closure procedures for the project beneficiaries in the Hub Center/s. 

Provide weekly MHPSS and integrated child protection (CP) activities for children aged 3-18 years and their parents in educational centers (Happy Bubbles).

  • Group sessions include art therapy, occupational therapy, music therapy, (children and parents), and mothers support group/ women empowerment panel.

Provide professional support on individual child protection case management.

  • Child protection case management activities targeting most vulnerable Ukrainians children. According to each child’s specific needs, as case management services / caregivers.

Organize group activities that promote protection against violence, abuse, neglect and exploitation.

  • Group activities for refugee children and their parents/caregivers will be facilitated by SW officer together with CP officer in coordination with the local Child Protection Department *DGASPC.
  • provides information, counselling and accompaniment services for refugees (adults and children), enrolled in the centre’s activities, as well as those referred by DGASPC
  • Provide support to the centre team to organize by-monthly integrational activities with host community for refugee children and host children from local schools/ kindergartens/ educational hub to promote social cohesion and prevent discrimination.

Self-Study and personal capacity building in approaches for group-based activities, focus on children, youth and parents/caregivers

  • Must attend the mandatory training on CPHA, MHPSS and Safeguarding, First Aid.
  • Must attend training on LMMS registration.
  • Attend regular supervision and support meetings with SFHA, CPHA and Education TA’s (in English or Romanian) Programs Team (via email and video calls)

Data Management and Protection, Monitoring and Reporting

  • Contribute to monthly reports submitted to the Field Officer/ Project Manager that include information on the integrated CPHA&MHPSS& Distribution of NFI and Food Voucher, Integrational activities in host community, trainings, achievements and challenges. 
  • Ensure the data collection and storage respect data protection and information sharing protocols, particularly in terms of confidentiality and do no harm principles.
  • Ensure regular communication with CPHA, SFHA and Education TA’s and Project Manager and flag urgent issues when challenges arise.
  • Support the documentation of best practice, evidence and learnings
  • Managing MEAL Documentation
  • Provide support on beneficiary registration and other data collection activities using LMMS portfolio of solutions. This includes support in setting up and configuring data collection forms and related activities.
  • Provide support to projects in ensuring data quality is maintained, including data cleaning and deduplication of records.
  • Work with Project Managers, MEAL, Information Management & Reporting, Communications and other stakeholders in providing regular and ad hoc reports of data that is resident on LMMS.
  • Work with Information Management & Reporting and Global LMMS team in visualisation of LMMS data on Microsoft PowerBi and other platforms, while ensuring that the identity and privacy of beneficiaries is respected and preserved.

  • Comply with the occupational health and safety rules laid down by the legislation in force.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required professional experience

  • Minimum 1-year general professional experience working with children, adolescent/ youth or families. Experience working with vulnerable groups is desirable

Required Education, training, license, registration, and Certification

  • Certificate working with children or youth or Bachelor Degree in social work and other social sciences preferred.
  • Certification or other recognized courses on or engagement working with children and youth, creative arts, child protection, or other relevant subject are welcomed. Preferable to be registered in the National Body of Social Worker in Romania/ or to be associated with local Child Protection Department -DGASPC

Preferred Knowledge and Qualifications

  • Strong communication skills in English, Ukrainian or Russian is an asset
  • Ability to communicate well with others, public speaking and teaching strengths
  • Strong ethical and sensitive communication and interpersonal skills, including with children of all ages and parents
  • Comfortable taking creative risk, modelling activities in front of others
  • Good organisational and administrative abilities, good knowledge of the legislation on social assistance and child protection
  • Service orientation and passion to learn
  • Desire to learn/ master the materials
  • Self-motivated individuals, positive, and able to work independently and in a team
  • Generally positive and hopeful outlook/disposition
  • Good PC skill, Word and Excel
  • Adherence to confidentiality.

Language Requirements

  • Romanian, English – advanced level
  • Ukrainian/Russian is considered a plus
