Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
To achieve gender equality and women’s empowerment in Ukraine, the CO will contribute to the UN Cooperation Framework 2025 – 2029 and the Humanitarian Program Cycle. The CO will leverage its triple mandate to promote UN system-wide coherence, results, and accountability. It will address early recovery needs through a nexus approach and the longer-term policy reform priorities of the Government of Ukraine. The UN Women Ukraine Strategic Note 2025-2029 will focus on Gender responsive recovery, reconstruction, and development programs achieving the three outcome areas:
- Governance, Women Peace, and Security
- Women’s Economic Empowerment
- Humanitarian Actions
UN Women will focus its programs on the East of Ukraine, as this region has been more severely affected by the war since 2014 compared to other areas in Ukraine. The sub-national program will adopt a community-driven approach to address the needs of women and girls in the region. UN Women’s sub-office in Dnipro (East of Ukraine) will continue to coordinate, implement, and monitor UN Women’s programs (Governance, Women Peace and Security, Women Economic Empowerment and Humanitarian Response) and engage local stakeholders to consolidate UN Women’s efforts and achievements in promoting gender equality and empowering women in the region. This will involve collaborating with WROs located in the East, as well as strengthening coordination and relationships with the Regional Military Administration of Dnipropetrovsk, Poltava, Donetsk, Zaporizhzhia, Kharkiv, Chernihiv, and Sumy Oblasts. The goal is to deepen existing relationships with community leaders, the UN systems coordination mechanisms, academia, and state and non-state actors to advance GEWE at local levels.
The sub-office is central to operationalizing UN Women’s triple mandate in a localized context reporting to the Country Representative, the Programme Specialist, based in Dnipro, is responsible for supporting the implementation of UN Women SN 2025-2029 priorities in the East, leading engagements with Regional Military Administrations in the East, managing Eastern-based partnerships, supporting and coordinate Eastern-based programming and operational oversight, convening/participating in UN systemwide coordination mechanisms at the local level in the Eastern Region, supervising UN Women personnel in the sub-office, supporting the monitoring and documentation of social, political and economic situation in the region, and providing technical guidance on Area East to inform Ukraine CO programming.
Under the overall guidance of the Security Specialist of the UN Women CO Ukraine and the daily supervision of the Head of the Sub-Office Dnipro, the Security Associate will provide assistance in the implementation of the security plan, risk management measures, and all matters relating to safety and security as they pertain to UN Women personnel and assets.
Key Functions and Accountabilities
1.Provide technical support and guidance to assessing the security situation in the Security Risk Management (SRM) Area East;
- Coordinate and conduct periodic security assessments of UN Women premises and equipment, as well as compliance; provide assessments of the security situation at the duty station;
- Coordinate security evaluations for residences (Residential Security Measures – RSM) of UN Women personnel based in the SRM Area East, as well as on latest trends and threats to personnel safety and security;
- Gather, verify, and analyze information on the potential impact of current as well as potential security factors and trends on UN Women planning, programme design and delivery in the area of responsibility;
- Provide inputs as required to UNDSS/UNSMS in preparing comprehensive threat and risk assessments, and measures in all locations where UN Women personnel, dependents and equipment, and activities are present or where missions are planned.
2. Liaise with local security community:
- Liaise and coordinate, as appropriate, with the host government security organizations and/or personnel, including local authorities, military, and police representatives, as well as non-governmental organizations and other non-State actors;
- Maintain a security network of international and national security personnel; maintain regular contact with both UN Women Security Specialist and those of UN agencies, as required;
- Participate as a member of the area security cell and provide technical security advice during meetings;[LK1]
- Attend UN security management meetings such as the Area SMT, as delegated.
3. Collect, update and communicate security information:
- Draft security unit announcements and notices to personnel;
- Ensure timely and accurate dissemination of security information and precautions to personnel;
- Conduct regular communications with UN Women Security Specialist;
- Ensure the proper and timely dissemination of analytical products and outputs to stakeholders, as required;
- Provide briefing sessions for UN Women personnel.
4. Implement the UN Women Security Plan, including updating personnel lists:
- Provide inputs to the preparation and review of the UN Women and UN Security Plan; providing technical support in its implementation;
- Provide security advice and recommendations in the organization of missions, as delegated;
- Provide security guidance to the Sub-Office Dnipro in consultation with the Security Specialist and purchasing of security equipment;
- Implement travel and mission Standard Operating Procedures;
5. Monitors and supports the implementation of UN Women compliance with Security Risk Management Measures (SRMM) established for the duty station:
- Compile data required for the SRMM Self-Assessment of UN Women and UN Security Compliance Survey (SCS) process
- Provide logistical support to the UN Women Security Specialist in the Completion and updating of the SCS
- Provide technical support to the UN Women Security Specialist in the evaluation and implementation of the UN Women Security Compliance Action Plan (SCAP)
- Maintain a database of security compliance of all UN Women offices in the duty station
- Implement approved SRMM in UN Women premise, vehicular assets, systems and protocols as required to support security mainstreaming
6. Report security incidents affecting UN Women personnel, programmes, offices and assets:
- Collate information and provide inputs to security reports, such as the Security & Safety Incident Reporting System (SSIRS), Security Risk Management (SRM) Assessments and other ad-hoc incident reports and country briefs;
- Provide updates to ongoing incidents as required;
- Track and log security incidents;
- Provide information to the Area UN Security Management System (UNSMS) as required.
7. Coordinate, develop and conduct training courses on security awareness, preparedness, mainstreaming and specialized security functions:
- Coordinate with the Security Specialist on training initiatives, and conduct security trainings;
- Support in developing UN Women specific security training;
- Provide security orientation to newly assigned personnel members and security briefings, as required;
- Maintain records of trainings;
- Coordinate with Human Resources and the Security Specialist to ensure new Head of the Sub-Office Dnipro or other newly-hired personnel receive security briefings prior to deployment, if applicable;
- Provide security mainstreaming sessions as required.
8. Provide administrative support to budget and finances of security team:
- Provide inputs to the Sub-Office Dnipro annual work plan/strategic note, related budgets and UNSMS implementation plans;
- Monitor and support allotted UN Women Security Compliance funds to budget and utilize them in a timely manner in consultation with the Head of Sub-Office Dnipro;
- Monitor that costs and expenditures remain within budget and approved limits throughout the reporting period
- Keep the Security Specialist updated on expenditures in the operational budget and follow closely remaining expenditure.
9. Provide general administrative support services:
- Maintain routine and confidential correspondence files/documents;
- Maintain a database on contact details in relation to host country security authorities; maintain a list of all UN Women personnel;
- Repair and administer documentation related to travel arrangements, both local and international, including Travel Authorizations;
- Maintain and update the UN Women global premises directory;
- Maintain liaison with commercial companies used for UN Women security at offices and residences.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Recruitment Qualifications
Education and Certification:
- Completion of secondary education is required.
- Bachelor’s degree is an asset.
Experience
- At least 7 years of progressively responsible experience in security, preferably in the military or police context or related field of work.
- Prior experience with the UN system or an international NGO is desirable
- Experience in diplomatic security, protection and intelligence is desirable.
Languages
- Fluency in English and Ukrainian is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
