This Project Opportunity:

The Technical Advisor, eHealth/HMIS is a full-time position for an upcoming award in Ukraine that seeks to further health systems reform efforts launched in 2016. The main purpose of this activity is to improve health outcomes and to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality services, optimized use of scarce resources, mitigation of corruption across the health system, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. This activity will be focused on strengthening the current eHealth system to improve transparency and accountability, improving the enabling environment and governance of digital health technologies in service of expanding access, improving the penetration and access of digital health services across Ukraine, and establishing digital platforms to enabling healthcare quality information collection.

The Technical Advisor, eHealth/HMIS will have the responsibility of leading the activity’s overall eHealth and HMIS strategy, approach, and implementation, and ensuring that the interconnected components across the systems, deployed solutions, governance, and enabling environment are integrated and aligned in pursuit of the overall program goals of improved health outcomes and improved accountability and transparency. They will possess strong competencies in technical assistance, program management, stakeholder relationship management, and have the technical acumen needed to oversee digital solution development, rollout, upgrade, integration, and adaptation. They will also have a strong understanding of the aspects and components of the digital ecosystem to help drive the improvements and changes needed to achieve the activity’s goals. The Technical Advisor, eHealth/HMIS will work closely with members of the existing Palladium software development team and will interact with local partners and project consortium members’ staff, international technical staff, and Federal and State Ministries of Health. The Technical Advisor, eHealth/HMIS will provide support in all areas of design of information systems, software coding, application development, and database development responsibilities.

This position will be based in Kyiv and is contingent upon contract award to Palladium.

Location: Kyiv, Ukraine

Primary Duties and Responsibilities:

  • Lead eHealth technical strategy and oversee the implementation of the work in support of achieving national eHealth priorities and activity goals.
  • Provide technical assistance to government and technical counterparts to ensure eHealth initiatives are of high quality, can scale and promote transparency and accountability within the health sector.
  • Conduct activities and oversee support field-staff to ensure the health information systems are appropriate to collect information necessary to meet the contractual obligations.
  • Serve as primary liaison and convener to funder, local partners, Palladium team, government counterparts, and consortium staff as the eHealth/HMIS lead.
  • Responsible for the overall implementation of all activities in support of the project objective related to the expanded reach and capacity of digital health platforms.
  • Supervise the technical staff contributing to the activities under this project objective.
  • Collaborate with M&E team and/or designated staff to develop and implement data systems improvements.
  • Perform other responsibilities and duties as assigned.

Key Competencies Required:

  • Advanced degree in information sciences, data management, business or public administration, public health, or other related fields (preferred; relevant experience may be substituted).
  • 7+ years of direct, applicable work experience providing technical assistance, management, strategy, and governance support in the areas of information technology, eHealth or digital health, and data management, ideally for public sector clients or stakeholders.
  • Domain experience in healthcare, public health, digital health, and HMIS.
  • Experience working on USAID or other international development donor-funded projects.
  • Strong analytical and conceptual skills, with understanding of the interconnected components of the digital ecosystem to put systems-thinking into action to advance digital transformation at the sector and country-level.
  • Demonstrated experience in managing or leading a technical team and vendors with diversity of skills across software development, information management and governance.
  • Experience leading the design, build, and implementation and governance of enterprise-wide digital health solutions.
  • Excellent verbal and written communication skills with the ability translate complex technical concepts into easy-to-understand considerations in order to support the clients, project team, and technical teams in designing and implementing solutions that meet the specified requirements.
  • Demonstrated ability to work effectively as a member of a fast-moving and multicultural team while maintaining a client-centered focus.
  • Fluent writing, reporting, and oral presentational skills in English required. Professional level of Ukrainian language is a plus.
  • Must be willing to live and travel within Ukraine.
