About the Position:

Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.

Responsibilities

Provide information and translation on a wide variety of technical and non-technical material from Russian into English, and vice versa, in real-time to assist in operations and maintenance of telecommunications stations.

Utilize normal linguistics patterns and specialized military, professional, highly technical and scientific terminology in translating documents and information.

Perform interpreting, liaison, and translating for the organization and staff.

Assist technical personnel in their activities of installation, repair, troubleshooting, operations and maintenance of station equipment and systems.

Translate detailed technical designs and schematics.

Conduct translation of system information and station-to-station communications from Russian into English and vice versa in real-time.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

This position requires irregular hours on rotating shifts. Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.

Position requires a score of Level 2 at the GS-09 level 2 in three areas (listening, speaking, and reading comprehension) on the Defense Language Proficiency Test (DLPT) in Russian. Requirement must be met before entering the position and annually.

Position requires a score of Level 3 at the GS-11 Level 3 in three areas (listening, speaking, and reading comprehension) on the Defense Language Proficiency Test(DLPT) in Russian. Requirement must be met before entering the position and annually.

Qualifications

Who May Apply: US Citizens

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09Specialized Experience: One year of specialized experience which includes translating and interpreting information or material from Russian into English and vice versa; and editing translations and interpretations from Russian to English and vice versa. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in one of the following: the Russian language from an English-speaking college or university, OR English from a college or university in Russia, OR translating or interpreting where English and Russian were prerequisites.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11Specialized Experience: One year of specialized experience which includes translating and interpreting highly technical information or material from Russian into English and vice versa; editing complex technical translations and interpretations from Russian to English or vice versa; and assisting with developing technical reports or research.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in one of the following: the Russian language from an English-speaking college or university, OR English from a college or university in Russia, OR translating or interpreting where English and Russian were prerequisites.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Additional information

This position is designated “Mission Essential.” In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
