Background
UNDP is the UN’s global development network advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is a founding co-sponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria, a partner of WHO to address the social, economic and environmental determinants of health and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages the organization’s core strengths and mandates in human development, governance, and capacity development to complement the efforts of specialist health-focused UN agencies.
It has been more than six months since the first COVID-19 vaccines were administered. The UN Secretary General has noted that the richest countries and regions are getting vaccinated more than 30 times faster than those with the lowest incomes. The spread of variants of concern is already demonstrating that COVID-19 vaccine inequity will prolong the pandemic, costs lives, and delay an equitable and sustainable recovery. It is also threatening progress on UN common goals including the Sustainable Development Goals and the pledge to leave no one behind.
As part of UNDP’s COVID-19 response, support on vaccine equity aims to strengthen systems and governance for greater equity, resilience, and sustainability. The document describes three action areas where UNDP, under WHO and UNICEF’s leadership, can contribute to national deployment and vaccination plans, working closely with UN Country Teams under the leadership of Resident Coordinators:
(1) digital solutions for vaccine delivery and systems strengthening;
(2) data for vaccine equity; and
(3) greening COVID-19 vaccination.
In order to make them accessible and ensure the roll out of the UNDP support on vaccine equity in ECIS countries, the UNDP IRH HHD and Innovation teams will hire an international consultant to better understand the scope of work being conducted by UNDP and other relevant partners in the areas of vaccine equity and develop a regional concept note to support resource mobilization efforts across countries in the region.
Duties and Responsibilities
The consultant will work under the leadership of the Regional HHD and Innovation Team Leaders with regular engagement and communication with relevant UNDP regional and country teams members to:
Conduct mapping of relevant vaccine equity initiatives conducted and support by UNDP COs and other international partners in the ECIS region and aligning these to the main thematic areas outlined in the UNDP support on vaccine equity document. This should include consultation/workshop with UNDP COs and other relevant partners;
Develop comprehensive report with the outcomes of the mapping exercise. Identify positive deviance cases (examples which are outliers from UNDP and partners) which will contribute to strategy on how to address the issue in a more systemic way;
Develop detailed regional concept note/proposal including proposed activities across a selected number of ECIS countries (approximately 5-7)
Deliverables and timeframes:
Deliverable 1: 29 October 2021 – conducted detailed mapping of relevant vaccine equity initiatives implemented by UNDP COs and relevant partners in the ECIS region. This should include consultation/workshop with the UNDP COs and other relevant partners (50 percent of consultancy fee)
Deliverable 2: 26 November 2021 – development regional concept note/proposal on vaccine equity for resource mobilization among interested donors (50 percent of consultancy fee)
Payment Schedule:
The consultant will be paid upon successful completion of the deliverables as timeline above. Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Education:
Master Degree in public health, health economics, human rights, social sciences or other relevant field

Previous experience with developing regional concept note/proposals for resource mobilization in the fields of health, public health, equity, social protection, innovation is required –
Experience working with international organizations such as UNDP is an asset –
Language:
Fluency in English required. Russian is a strong asset –
Evaluation of Applicants
Technical Criteria –70% of total evaluation – max. 70 points:
Criteria A – Education. max points: 5
Criteria B – Minimum five years’ professional conducting research in the areas of public health, health economics, supply chain management, innovation is required max points: 25
Criteria C – Previous experience with developing regional concept note/proposals for resource mobilization in the fields of health, public health, equity, social protection, innovation is required; max points: 20
Criteria D – Experience working with international organizations such as UNDP is an asset; max points:15
Criteria E – Fluency in English required. Russian is a strong asset, max points. 5
