The Community Development Department is seeking a Site Development Permit Technician to provide assistance to the public in the application and issuance of permits. The Site Development Division issues permits related to work in the public right of way including Street tree removal, public sidewalk installation and repair, private utilities (Portland General Electric, NW Natural Gas, Comcast, Ziply, etc), and development permits for new development and redevelopment work. The Division is also expanding its permitting authority to temporary use of the right of way including permits for PODS, dumpsters, construction activity in the right of way. The person in this role will verify that prerequisite approvals are met, confirm plans and drawings are ready for review and provide information about the submittal, fees due, and inspection process. A significant and important responsibility of this position is communicating permit requirements to the public.
This is a non-exempt, SEIU-classified position. This position requires both remote and direct face-to-face support. There is one vacancy.

Responsibilities
Depending upon assignment, the incumbent may perform a combination of some or all of the following duties:
Review permit and plans submittals for accuracy and completeness. Assists in completing applications, provides information regarding the application process and select city development codes..
Issue over the counter, mailed, faxed or electronic permits after determining the correct permit type, fees and information required on the application is correct based on applicable laws and ordinances.
Route plans and permit applications. Scan and/or file applications as required.
Collect fees and provide cashiers function for a variety of city functions, including permits, records research and document sales. Process daily deposits and refunds. Compile required accounting and statistical reports.
Research computer and historical files for permit history and information in response to staff and/or customer requests.
Participate in department/division/section operational processes including procedure development and implementation.

Assist in creating a positive and supportive work environment with a culture of teamwork and communication.
Actively promote an environment respectful of living and working in a multicultural society.
Perform duties outlined in the Permit Technician classification and other duties as assigned.
Qualifications
Minimum Qualifications:
High school diploma or GED

Three years’ experience in administrative support and customer service
One year experience in processing building permit applications or complex data entry
Ability to pass reference checks and satisfy the requirements of a background check.
Preferred Qualifications:
Certification as an International Code Council Permit Technician.
Bilingual Competency in English and any of the following: Spanish or Arabic or Korean or Vietnamese or Chinese or Russian or Japanese, including speaking, reading and writing.

Compensation
Wage Rate: $22.60 – $30.28 per hour
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
The city pays the full retirement contribution to PERS; provides employees with an opportunity to participate in a deferred compensation retirement plan; makes available a public service loan forgiveness program and tuition reimbursement program; and offers excellent health, dental, vision and life insurance coverage. In addition to the hourly wage, bilingual pay (4% above the base) may be offered, contingent on the candidate passing a proficiency test provided by the city.
