The primary purpose of this position is: To serve as the Intelligence, Surveillance, and Reconnaissance (ISR) foreign language training program manager.
The organizational location of this position is: Joint Base Anacostia Bolling (JBAB), Building 5681.
Responsibilities
Develops, interprets, and implements Air Force ISR command language program (CLP) standards IAW Air Force, DoD and ODNI procedures.
As the A2 CLP Training Manager, in coordination with MAJCOM CLP managers, establishes performance standards and annual goals IAW Air Force, DoD, and IC standards.
Serves as the A2?s subject matter expert (SME) for foreign language training ISO ISR mission requirements.
Prepares and presents high-level briefings and conducts follow-on analysis for verification of operational success and understanding.

All new DCIPS employees are required to complete a two-year DCIPS trial period.

This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
This is a Language Designated Position (LDP) and requires foreign language proficiency to perform the intelligence-related duties assigned. Incumbent must achieve a passing score on the Defense Language Proficiency Test (DLPT).
An annual DLPT is required to maintain at least a level 2 in two of the three (listen, reading, or speaking) modalities
In one of the AF/A2 strategic language shreds which include Arabic, Chinese, Korean, Russian, Spanish, Persian Farsi, Hebrew, Pashtu, and Urdu

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the “Supervision/Management” work category are at the “Full Performance” work level and are equivalent to those at the GS-12 level. The selectee’s salary will be set within the 12 grade equivalent to a GS/GG grade based on the selectee’s qualifications in relation to the job.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes: Quality experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Knowledge of qualitative and quantitative techniques that apply to DoD foreign language policy process system and the Department of Air Force policy, procedures, and schedules for developing and implementing a Service ISR foreign language implementation plan/response to Headquarter AF policy guidance/ direction; sound understanding of how the DoD formulates and executes policy; and how this guidance impacts ACC roles and missions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of qualitative and quantitative techniques that apply to OSD/ODNI foreign language training policy process system and the Department of Air Force policy, procedures, and schedules for developing and implementing a Service ISR foreign language implementation plan/response to OSD/ODNI policy guidance/direction; sound understanding of how the OSD/ODNI formulate and execute policy; and how this guidance impacts Service roles and missions.
2. Knowledge of ODNI, OSD, and Air Force foreign language training program goals, requirements, objectives, acquisition, missions, sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and skill in developing and adhering to long- and shortrange manpower, personnel, and financial plans with respect to ongoing and expected programs.
3. Knowledge of the relationship of the various Air Force, OSD, ODNI, and other government entities involved in overall planning and execution of military foreign language operations and evaluations, major intelligence programs (i.e., National Intelligence Program and Military Intelligence Program), and the way the Department’s policy process supports, impacts, guides, and changes them.
4. Skill in and ability to maintain at least a level 2 in two of the three modalities (listen, reading, or speaking) in one of the AF/A2 strategic language shreds which include Arabic, Chinese, Korean, Russian, Spanish, Persian Farsi, Hebrew, Pashtu, and Urdu.
5. Skill in designing and conducting policy implementation plans, policy portfolio management, negotiation and arbitration, comprehensive studies, developing budget forecasts, cost benefits, cost projections, unfunded requirements justifications, policy guidance narratives, policy issue papers, and programmatic factors to produce fully justified options that can be presented to the senior levels of Air Force, DoD, and IC Leadership on policy
impact.
6. Ability to gather, assemble, analyze facts, draw conclusions, conduct analysis, devise recommended solutions ,and package the entire process in briefings, papers, or reports suitable for senior leadership/upper management use and decision-making. Ability to communicate effectively both orally and in writing, negotiate complex issues using tact and diplomacy, and maintain good working relations with Defense Intelligence Agency, National Security Agency, OUDS(I), ODNI, HAF, Air Force Corporate Structure, MAJCOM leadership/Command Program Managers, and numerous other agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
