Organizational Setting
The Office of South-South and Triangular Cooperation (PST) coordinates and facilitates the implementation of South-South and triangular (SSTC) programmes and initiatives in FAO. It supports the mainstreaming of SSTC as a key delivery mechanism across the FAO Strategic Framework, Regional Initiatives (RIs) and the Country Programming Frameworks (CPFs).
Reporting Lines
Under the administrative supervision of the PST-Director, the consultant will work under technical guidance of the PST Programme Officer, in close collaboration with PST teams and SSTC regional officers.
Technical Focus
As part of the roll-out and operationalization process of the recently revised SSTC Strategic Framework (2021-2024), PST is aiming at developing an operationalization roadmap of the SSTC Strategic Framework as well as a suite of accompanying guidelines and tools. This process has been articulated into two phases: 1) scoping review; 2) Staff Guide and Tools development. Phase I is ongoing and will yield a conceptual outline of the Staff Guide and Tools based on the assessed needs, expectations and priorities and consultations with prospect users of the revised SSTC Strategic Framework and the accompanying Staff Guide/Tools.
Tasks and responsibilities
In this context, the consultant will be responsible for developing the companion documents for the revised SSTC Strategy in order to improve the overall understanding of the SSTC Strategy, systematize the mainstreaming of SSTC in FAO projects/programmes/initiatives and facilitate/harmonize the design/implementation of initiatives, project and programmes employing SSTC modalities/funding. The companion documents will comprise of the Staff Guide on SSTC and Tools (e.g. checklists, guidelines, etc.) and will entail the following tasks:
Analyse the findings of the desk review and stakeholder surveys from Phase I with the view of prioritizing the content for the Guide/Tools based on assessed gaps and needs
Conduct key informant interviews with strategically identified stakeholders
Design draft Staff Guide and Tools based on the analyses and interviews
Conduct consultations with relevant stakeholders on the draft Staff Guide/Tools outline
Finalize the Staff Guide and Tools based on stakeholders’ feedback
Develop short information brief/executive summaries on the Staff Guide/tools for the requested audiences (e.g. high-level, operational level; etc.)
Develop a set of recommendations and next steps on Staff Guide/Tools roll-out and piloting
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
University degree in political science, international relations, social sciences, development studies and other related fields
At least 7 years of relevant experience in strategic planning and/or programming in the UN/international organization context
Working knowledge of English, French or Spanish and limited knowledge of one the other two or Arabic, Chinese, Russian. For PSA.SBS working knowledge of English, French or Spanish will be sufficient.

Extent of SSTC-relevant policy and programming experience
Extent and relevance of experience in designing policies, strategies, operational guidelines
Extent and relevance of experience in operationalizing strategies and policies at global, regional and country levels
Excellent analytical skills
Familiarity with FAO corporate planning and operational processes and tools
