PRE-SOLICITATION NOTICE FOR THE STATE-OWNED ENTERPRISES (SOE) REFORM ACTIVITY IN UKRAINE, REQUEST FOR PROPOSALS (RFP) NO. 72012120R00005
The United States Government, represented by the U.S Agency for International Development (USAID), Regional Mission to Ukraine and Belarus intends to release a solicitation for the State-Owned Enterprises (SOE) Reform Activity in Ukraine, indefinite-delivery indefinite-quantity (IDIQ) contract and Task Order 1 (TO1), as further detailed below.
The intended contract will be a single award (IDIQ) contract with the possibility of multiple Task Orders. The total combined ceiling for the IDIQ and all Task Orders is anticipated to be $39 million with a five-year ordering period. Task Orders could be issued on a cost reimbursement and/or fixed price basis and can continue for two years beyond the ordering period. The goal of the proposed SOE Reform Activity IDIQ is to help reform the SOE sector in Ukraine by increasing the effectiveness, transparency, accountability and governance of SOEs; enhancing government oversight; advancing privatization generally and privatization of selected SOEs in particular; and developing a strategic management model for the SOEs remaining in state ownership. An effective and accountable SOE sector with an optimized share of state ownership will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth.
The purpose of activities under TO1 is to help the Government of Ukraine (GOU) and other stakeholders plan and advance critical reforms of Ukraine’s SOEs. This task order must build upon USAID’s previous interventions and continue strengthening SOE business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. The intended TO1 will be a cost-plus fixed fee term-type contract with a period of performance of three years.

The solicitation is anticipated to be released o/a September 23, 2020 and will be made available electronically on https://beta.sam.gov/. All responsible offerors will be invited to submit a proposal. Offerors are encouraged to check https://beta.sam.gov/ regularly to obtain additional information on this requirement.
Except for the information provided herein, no additional information regarding this planned RFP is available at this time. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.
