PUBLIC CALL FOR TENDERS ON CONDUCTING THREE SOCIOLOGICAL RESEARCHES ON DECENTRALISATION AND LOCAL SELF-GOVERNMENT REFORM

Council of Europe Programme “Decentralisation and local government reform in Ukraine” plans to commission three sociological researches on decentralisation and local self-government reform among Ukrainian population in August-September 2020.

We invite you to submit your offer for the provision of the services indicated in the attached TENDER FILE / TERMS OF REFERENCE and the ACT OF ENGAGEMENT.

Your offer must include all the documents listed in the TENDER FILE / TERMS OF REFERENCE section F “DOCUMENTS TO BE PROVIDED”:

• A completed and signed copy of the ACT OF ENGAGEMENT  (see attached)
• Copy of the registration documents and their brief translation into English;
• Concept and methodology of conducting three sociological researches in the Ukrainian language in PDF format;
• Brief description of the experience in conducting national sociological researches on decentralisation and local self-government reform including its list for the period 2015-2020 in PDF format.

All documents shall be submitted in English and/or Ukrainian, failure to do so will result in the exclusion of the tender.

If any of the documents listed above are missing, the tender will not be considered.

The Council reserves the right to reject a tender if the scanned documents are of such a quality that the documents cannot be read once printed.

Multiple tendering is not authorised.

The deadline for submission of your final offer is 7 August 2020 at 11:00 (Kyiv time).
