Minimum Qualifications
Terminal degree (e.g., Ph.D., Ed.D., J.D.);
Demonstrated leadership, administrative and management track record in an international setting, including ability to work effectively within local culture
Knowledge of and experience in Central Asia in academic leadership and/or administration is desirable; familiarity with or willingness to become familiar with Uzbek higher education related law and policy
Commitment to high quality, innovative, U.S.-style student-centered learning and to providing students with transformative education for individual excellence and global citizenship
Demonstrated ability to work successfully in a diverse, multi-cultural, complex international organization
Excellent communication skills; ability to work with a variety of internal and external constituencies
Fluency in English is required. Proficiency in Uzbek and Russian is preferred.

Essential Duties
Management duties: The Rector plays a vital role in leading Webster University Uzbekistans efforts to grow, organizationally develop, and ensure academic and operational excellence. Crafts, fosters engagement, and implements the organizational strategy (vision and objectives) and operating budget, in alignment with the Main Campus direction regarding advancement, sustainability, and mission. Supports strong ties with the Ministry of Education, fellow Uzbek university rectors, and other government and educational entities. Develops and fosters local and international relationships with the business, government, and other communities to enhance recognition of Webster University, its students, programs, teaching, and research. Works with internal and external constituencies, interacting with faculty, staff, students, and alumni, to champion the institutions mission to transform students for global citizenship and individual excellence. Collaborates and works closely with Webster Universitys other international campus directors, the deans of Webster Universitys colleges and schools, senior staff of the Office of the Vice President of Academic Affairs, and the leadership of the offices of Enrollment Management, Global Marketing & Communications, Information Technology, and Alumni & Development Administrative duties:
Develops and submits yearly and annual budget/financial projections and objectives
Presents monthly adjusted forecasts on enrollment (new and returning), operations expenses, needs for hiring
Leads and validates upgrades in internal/local student/staff/faculty related policies
Coordinates the edition of the annual report
Supervises all operational divisions and academic committees, and processes their recommendations
Initiates or encourages initiatives supporting student enrollment and retention, promotion and respect of process, and academic excellence
Assesses annually the performance of permanent staff and faculty (teaching, research, service to the community)
Maintains the organization in alignment with the revenues and needs for services
Ensures that all processes exist, are implemented, are continuously improved and are compliant with local and international, as well as Webster, requirements
Develops high level relationships and partnerships with local universities, and feeding schools, stakeholders (alumni, companies, authorities)
Actively supports efforts in fundraising and positively represents the University
