Background

FHI 360 is one of the partners implementing the Ukraine Economic Resilience Activity, funded by the United States Agency for International Development (USAID). The project aims to improve the overall economic resilience of Eastern Ukraine, as the country has seen an interruption of critical market linkages, decline of previously dominant industries, and massive population disruption.
Purpose of RFQ
The purpose of this RFQ is to find a qualified provider of outstaffing and payroll administration services for Ukraine, where FHI 360 is registered and is in the process of obtaining a bank account. Due to COVID-19 related travel restrictions, FHI 360’s project director is not able to travel to Ukraine to formally open the bank account. Based on these current circumstances, the successful provider will offer outstaffing services until FHI 360 is able to open a bank account, and then transition to payroll administration services covering locally hired (Ukrainian) staff, who shall be direct employees of (and will be managed by) FHI 360. In addition, the provider will supply health insurance to the local staff. The provider must have a license to operate within Ukraine.
FHI 360 anticipates hiring between 4 staff located in Severodonetsk, Kramatorsk, and Mariupol, Ukraine.
