The incumbent will work on several of the following topics within the Human Dimension of the OSCE Programme Office in Nur-Sultan, as assigned by the Human Dimension Officer: focusing on the development of civil society, rule of law, human rights, election system, freedom of the media and rights of persons belonging to national minorities, and regional projects in any of the above areas.

Tasks and Responsibilities: Under the direct supervision of the Human Dimension Officer (HDO), as Senior Programme Assistant, you will perform the following project management, analytical, reporting, monitoring, networking and partnership building duties:
Assisting in drafting, preparing, implementing, monitoring and evaluating projects, budgets, financial and narrative reports related to the human dimension activities of the mission.
Assisting in the identification of national and international experts, other partners, the logistical aspects or the organization of events.
Maintaining the relevant documentation and filing system.
Contributing to briefings and other reports related to the mission’s activities (Background Reporting, monthly and annual Activity Reports, other reports as assigned).
Drafting talking points and speeches for the Head of Office, Deputy Head of Office, and Human Dimension Officer.
Drafting press releases and other public relations material related to the work of the human dimension.
Monitoring and reporting on human/civil rights-related legislation and developments, particularly at the national and local levels, using various sources of information such as official documents, existing and draft legislation, newswires and mass media, reports by NGOs and other experts, international organizations and diplomatic missions, other sources.
Assisting in organizing and co-organizing activities implemented by the Office in partnership with other actors in the assigned areas, as well as in sharing and exchanging information related to the Office’s activities as delegated.
Maintaining regular correspondence and working relations with state institutions and non-state actors, national and international donors, human/civil rights activists, media, journalists and other diplomatic missions.
Assisting in arranging OSCE Regional events, visits to the area by OSCE delegations or other events with the OSCE participation.
Attending seminars/roundtables and other events organized by state institutions, NGOs and other partner organizations; prepare relevant memos to keep the Office informed.
Serving as a focal point as assigned
Necessary Qualification:
Education: Secondary education supplemented by formal studies in humanities
Experience: Minimum 6 years of working experience in the field of human rights and fundamental freedoms /civil activism/ media development, particularly in monitoring, drafting reports and managing projects.
Computer literate with practical experience with Microsoft applications.
Languages: Excellent written and spoken communication skills in English, Kazakh and Russian languages.
Other: Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package: Monthly remuneration is EUR 1,477. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale.
