Context:
The United States Refugee Admissions Program (USRAP) operates world-wide with a target of
providing resettlement opportunities to tens of thousands of refugees each year. The
International Organization for Migration’s (IOM) multi-disciplinary staff members provide a range
of services and support to the USRAP including, but not limited to, case processing, migration
health assessments, cultural orientation training, organized transportation and administration of
a travel loan and collections program. The Department of Operations and Emergencies (DOE),
specifically the Resettlement and Movement Division (RMM), has the organizational
responsibility to provide direction, oversight and guidance to IOM’s global support to all
resettlement programs.
IOM is engaged in conducting safe, orderly and dignified air and ground movement for Afghan
evacuees that have arrived in the United States of America under the USRAP. The aim of the
interagency response is to assist Afghan nationals to be processed as Special Immigrant Visa
holders or Humanitarian Parolees and to facilitate their movement onwards to their final
destination.
Under the overall supervision of the Overall Site Coordinator based in Washington DC, and the
direct supervision of the Site Manager in one of the eight U.S. military bases where IOM has an
operational presence, the Operations Manager will be responsible for managing and
coordinating all movement operations activities on one of eight U.S. military bases.
Core Functions / Responsibilities:
1. Manage and coordinate movement operations activities in one of eight U.S. military bases
where IOM has an operational presence, including activities related to field support, movements,
data processing and compliance. Oversee and guide staff development processes such as
recruitment, training, duty assignment and the provision of feedback on performance on a
regular basis to ensure high quality work and the accurate completion of activities.
2. Oversee the efficient and effective management of airport services for departing individuals
on one of eight U.S. military bases where IOM has an operational presence including in relation
to documentation, luggage, escorts, and special services. Ensure staff deliver the highest quality
service, interact appropriately with airport and government officials and handle urgent issues as
they occur. Establish and monitor the work schedule, validate hours, and ensure the processing
of relevant financial paperwork in coordination with the IOM Finance Department.
3. Oversee staff as they assist individuals at transit centers, if located on the base. Establish
and monitor the weekly shift schedule, ensuring coverage is adequate to maintain a
professional, safe, secure and clean environment; address issues as they arise and continually
seek ways in which IOM can improve services.
4. Ensure pre-departure orientation is coordinated for individuals at the transit center or
consolidation points according to the highest ethical standards and guidelines established by
IOM. Supervise the coordination of transportation from consolidation points and transit centers
and address special needs, such as meals, medication, wheelchairs, and medical conditions
5. Ensure that the Operations and Data Processing staff on the base are entering data in
Hummingbird in line with IOM Hummingbird roles agreed with the Bureau of Population,
Refugees, and Migration (PRM.)
6. Ensure efficient communication with the US Booking Unit (USBU) responsible for managing
domestic air and ground movements.
7. Liaise with all partners on base, as well as the Department of State, Department of Defence,
Department of Homeland Security representatives, as well as with the airport authorities and
airlines, on a regular basis, to represent the best interest of beneficiaries and clients. As
needed, represent IOM at partner meetings and conferences.
8. Supervise the handling of at-risk and sensitive cases in accordance with IOM’s policies,
procedures, and guidance in the Movement Management Manual (MMM), including assistance
for unaccompanied minors (URMs). Ensure IOM is adequately training staff members on
working with at-risk and sensitive cases and is mainstreaming Prevention of Sexual Exploitation
and Abuse (PSEA) through the awareness and training sessions for staff and service-providers.
9. Develop and supervise quality assurance procedures, ensuring checks are being regularly
undertaken by staff members and incident reports are being submitted and responded to in an
efficient manner. Advise and report regularly to the IOM’s Site Manager on relevant activities.
Develop, streamline and improve processes and Standard Operating Procedures.
10. Maintain a comprehensive understanding of relevant Movement Operations Standard
Operating Procedures (SOPs) and Movements-related systems (e.g., iGATOR,), and ensure all
relevant staff remain professional, impartial, and unbiased during all interactions with migrants
and colleagues per the IOM Standards of Conduct and instruction on PSEA.
11. Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with
standards of conduct and data protection rules. Take remedial or corrective action for any
non-compliance to SOPs or the Standards of Conduct by IOM staff members or partners and
keep the Site Manager and/or Overall Site Manager updated accordingly.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political Science, Law and/or International Relations or related field from an
accredited academic institution with five years of relevant professional experience.
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Prior Movement Operations experience, especially in IOM, is highly preferred;
- Transportation-related and/or management experience is a strong advantage. Knowledge of
IOM’s Movement Operations program implementation and administrative, financial and business
rules and practices is desirable;
- Experience in the region is an advantage.
Skills
- Proven written and verbal communication skills;
- Ability to effectively communicate with and lead a team;
- Demonstrated proficiency with iGator, MiMOSA, SAR, and Amadeus;
- Excellent computer skills and a high level of proficiency in spreadsheet and database
applications.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).

Working knowledge of French and/or Spanish is an advantage.
