The International Organization for Migration (IOM), Mission in Ukraine, in the framework of international technical assistance project, implemented by IOM and funded by the international Donors, invites interested Bidders to participate in a tender for technical re-equipment and modernization works of the border crossing points (BCP) “Kuchurhan (Ukraine – Pervomaisc (Moldova)” and “Reni (Ukraine) – Girgiulesti (Moldova)” in Odesa region.
The tender process will be conducted in accordance with IOM rules and procedures.

The works are to be executed in the framework of the officially registered project on international technical assistance, which, according to the acting legislation, allows VAT exemption for works, executed in the framework of the project.
Legal entities or private entrepreneurs, interested in participating in the bidding process, shall submit their qualification documents as a tentative confirmation of participation.
The tentative confirmation shall be delivered not later than 17:00 (EEST) 20.04.2020.
The tentative confirmation will not be considered as an obligation and may be withdrawn by the bidder any time before the specified deadline of bids submission.
Interested Bidders shall deposit the electronic versions (scan-copies) of all documents composing the tentative confirmation on a file hosting service (Dropbox, Google Drive, etc.) and shall send the link of the folder containing the bid’s documents to [email protected] no later than the submission deadline specified (kindly note, that no registration shall be required for files downloading). The subject line of the e-mail containing the link for the electronic bid download shall clearly indicate the following:
UA1-2020-1250 – full name of the Bidder – tentative confirmation of participation in bidding
Note, that the detailed terms of reference (working design) for works execution will be submitted only to those bidders who provided the tentative confirmation and upon signing of the Confidentiality and Non-disclosure Declaration, in accordance with IOM standard template. IOM reserves a right to reject those bidders, who failed to provide the Confidentiality and Non-disclosure Declaration.
IOM will not take any responsibility for improper or untimely informing of those bidders who didn’t submit the tentative confirmation.
Bids shall be valid for a period of 60 calendar days after submission and shall be delivered to the Bids Evaluation and Awards Committee (BEAC) not later than 15:00 (EEST) 11.05.2020 which is considered as a bids submission deadline.

- Along with sending the hard copy of the original bid, Bidders shall deposit the electronic versions of all the bid documents (scan-copies), including a clear scanned copy of the Bid Security on a file hosting service (Dropbox, Google Drive, etc.) and shall send the link of the folder containing the bid’s documents to [email protected] no later than the bids submission deadline specified (kindly note that no registration shall be required for files downloading). The subject line of the e-mail containing the link for the electronic bid download shall clearly indicate the following:

IOM reserves a right to reject any or all the bids, submitted after the deadline specified.
A prospective Bidder requiring any clarification of the bidding documents may notify IOM in writing at IOM’s e-mail: [email protected].
The subject line of request shall be as follows:
UA1-2020-1250 – bidder’s name – Request for clarification
IOM will respond in writing to any request for clarification of the bidding documents, which it receives no later than five (5) working days prior to the deadline for the submission of bids. Written copies of IOM’s response (including an explanation of the query but without identifying the source of inquiry) will be sent to all prospective bidders that have received the bidding documents
By submitting their offer, the bidders declare their assent and readiness to sign the IOM’s standard Construction Agreement (template is given in the present Bidding Documents) in case of winning the tender.
IOM encourages the bidders to visit the object of renovation prior to preparing the cost estimates. In no case IOM shall be liable or shall compensate any expenses related to visiting of the object of renovation or preparing and submitting of the official bid by the bidders.
IOM reserves the right to accept or reject any bids, and to cancel the procurement process and reject all bids at any time prior to award of Contract, without obligation to inform the affected Bidders of the ground for IOM action.
