IOM now invites Service Providers to provide Technical and Financial Proposal for the following Services: Development and placement of social advertising under the awareness-raising campaign on importance and necessity of mental health and psychosocial support during COVID-19 pandemic in marginalized populations in the framework of “Contribution for Humanitarian Activities included in IOM Global Strategic Preparedness and Response Plan Coronavirus Disease 2019” project, funded by the U.S. Department of State Bureau of Population, Refugees and Migration (PRM), for which this Request for Proposals (RFP) is issued.

The Service Provider will be chosen under IOM procedures for selection described in this RFP.

This RFP contains Instruction for Service Providers covering technical and administrative requirements, sample forms that Service Providers will need to follow in order to prepare and submit their proposals for consideration by IOM.
The proposal must be valid for no less than 60 (sixty) calendar days after the date of proposals opening (next working day after the tender submission deadline); it should be clearly stated in the quotation, and should be accompanied by Bid Securing Declaration (Annex C).
- Stamped and Signed Financial and Technical Proposal and all supporting documents according to the checklist indicated in Annex E must be sent to [email protected] no later than 11.00 AM, 18 September 2020. The subject line of the e-mail shall clearly indicate the following:
UA1-2020-1783– [insert full name of Bidder ] –Electronic proposal

Please note that, size of the attached file shall not exceed 5 mb. Otherwise, Service Providers shall place electronic versions of the documents on an open file exchange service (Dropbox, OneDrive, etc.) and shall send the link of the folder containing quotation to the e-mail.
Proposals submitted after the deadline shall not be accepted.
Along with electronic version of signed and stamped Commercial Proposal (Technical and Financial) the Service Providers, who express the interest to participate in the tender shall provide the information and scanned copies of supporting documents. The full list of the documents that are the part of commercial proposal and shall be submitted by the Service Provider specified in Annex E to this RFP.
The prices in quotations should be stated in Ukrainian Hryvnia (UAH) but without value added tax. (VAT). Proposals which contains VAT shall not be accepted.
Payment will be done in Ukrainian Hryvnia. However, if the winning Proponent registered abroad, invoice amount due for payment shall be converted to US Dollars or Euro using the UN official currency exchange rate as of the date of payment.
Important note for Service Providers: Estimated value of the services, requested within the current tender, is not more than USD 150’000.00 (one hundred fifty thousand US dollars) in accordance with the UN official currency exchange rate as of the date of submission of the proposal.

Interested Suppliers may address questions related to RFP and / or ToR by email: [email protected] no later than 3 (three) working days prior to the deadline for the submission of bids. The email must be with subject line:
“UA1-2020-1783 – Request for clarification, to the attention of Sakhanda Svitlana”.
IOM will provide response to this request in written by email. If query initiates substantial clarification or amendments to the RFQ, written copies of IOM’s response (including an explanation of the query but without identifying the source of inquiry) will be published at the respective section of IOM Mission in Ukraine website for all prospective Suppliers (http://www.iom.org.ua/en/tenders/current-tenders).
Proposals submitted after the deadline shall not be accepted.
IOM reserves the right to accept or reject any quotation, and to cancel the procurement process and reject all proposals at any time prior to award of purchase order or contract, without thereby incurring any liability to the affected Supplier/s or any obligation to inform the affected Supplier/s of the ground for IOM’s action.
