The International Organization for Migration (IOM) is an intergovernmental organization established in 1951 and is committed to the principle that humane and orderly migration benefits both migrants and society.

In the framework of European Union Border Assistance Mission for Moldova and Ukraine (EUBAM), the IOM invites interested eligible Suppliers to submit Quotations for the supply and delivery of the following visibility clothes with EUBAM logo (detailed specifications provided in the Annex C attached hereto):

With this RFQ is the GIS which include the Instructions to Suppliers, Technical Specifications and administrative requirements that Suppliers will need to follow in order to prepare and submit their quotation for consideration by IOM (Annexes A, B, C and D).

Requirements for packaging:

Supplier must provide proper and adequate packaging in accordance with best commercial practice, to ensure that the material being shipped to IOM will be free of damage. Packaging must be adequate to allow for possible rough handling during transit, exposure to extreme temperatures, salt and precipitation during transit and open storage, with consideration for the type of goods and transportation mode.

Terms of delivery are as follows:

DAP (Incoterms – 2010) 13, Zatyshna str., Odesa, 65012, Ukraine, International Organization for Migration, Mission for Ukraine, within 45 calendar days from the date of signing of Purchase Order.

Partial bids are allowed by complete lots only (lot 1 or lot 2). Evaluation of Bids will be conducted by each lot.

Prices shall be quoted in US Dollars without VAT. Payments will be made in currency of invoice at the UN Operational Rate of Exchange effective on the day of payment (link to the website with rates https://treasury.un.org/operationalrates/OperationalRates.php).

The bid should include detailed description of the offered goods with indication of brands and samples of fabrics to be used for production of the offered goods for verification of their quality. Should the quality of submitted samples not meet EUBAM expectations, such goods will be considered technically non-compliant.

The bid shall be submitted together with copies of company’s statutory documents (EDRPOU certificate (on including the company to the unified Ukrainian state register of enterprises and organizations), VAT payer certificate) and should be submitted personally or mailed to Procurement unit of EUBAM Mission at the address: 13, Zatyshna str., Odessa, 65012, Ukraine by 16:00 on 08 of November 2019. Late quotations will not be considered.

The selected Bidder, before start manufacturing of all ordered items, shall manufacture the prototype of the item for IOM’s approval. Should the quality of submitted prototype not meet IOM’s expectations, the contract will be given to the next ranked company, whose prototype will be of satisfactory quality. All prototypes will be returned to Bidders after Bids evaluation.

One more key requirement is readiness of the company to fully accept the form of IOM model agreement.

The bid shall be valid minimum 30 calendar days from the tender deadline, which should be mentioned in the Bid.

IOM reserves the right to accept or reject any quotation, and to cancel the procurement process and reject all quotations at any time prior to award of Purchase Order or Contract, without thereby incurring any liability to the affected Supplier/s or any obligation to inform the affected Supplier/s of the ground for IOM’s action.
