CDTA is designed to provide a suite of professional development products and services to help USAID staff work more effectively on conflict issues and in conflict settings. These include live or virtual training, workshops and/or conferences; formal and informal mentorship opportunities; community of practice facilitation; networking support; and skills building opportunities via virtual and in-person platforms. Pre-existing training to be supported under this vehicle includes Conflict Sensitive AID, Advanced Conflict Assessment and training on the Elie Wiesel Act.
The CVP Training Cadre Manager will work within a multi-disciplinary team and be responsible for the oversight and coordination of a cadre of USAID CVP subject matter experts contributing to the development and delivery of products and services designed to meet USAID staff professional development needs in the areas of conflict and violence prevention.
The CVP activity will focus to strengthen USAID skills and integrate a conflict lens into USAID work and reach broad audiences to: engage in peacebuilding; anticipate and prevent violent conflict before it erupts; support inclusive political processes to resolve and mitigate the impacts of ongoing conflicts and violence; emphasize the meaningful participation of youth, women, and members of faith-based communities and marginalized groups; play a significant role in atrocities prevention; counter violent extremism; and promote respect for human rights and environmental sustainability. Centering Diversity, Equity, and Inclusion is an essential component to this program.
This position will lead engagement with USAID staff and stakeholders in the execution of a needs assessment that will guide the training design, delivery, and events designed to increase communication and coordination on these important topics. Solutions to be implemented include development of case based and scenario-based learning solutions as well as implementation of a variety of individual and group-based learning activities including mentoring, coaching, and communities of practice. USAID stakeholders that will be engaged in the training provided under CDTA include Mission-based USAID officers (ie. Foreign Service Offices or Foreign Service Nationals) as well as Contracting and Agreement Officers, Program Officers, and technical staff.
Expected Responsibilities:
Establish and maintain highly collaborative working relationships with USAID stakeholders, partners and staff
Lead the development of a needs assessment to inform vision and strategic direction for the project that results in data-driven recommendations on training topics and modalities
Identify opportunities to integrate a conflict lens into the development and delivery of training and professional development throughout the agency
Inform the development of case based and scenario-based learning models and events, applying real world examples from which USAID stakeholders can learn and apply in relevant country context
Facilitate and organize e-learning, in-person training, communities of practices, mentoring/coaching, and meetings/events in partnership with USAID stakeholders
Promote diversity, equity, and inclusion to address the unique professional development challenges faced by USAID staff and stakeholders
Lead engagement with subject matter expert staff and consultants to inform updates to existing training and development of new training
Future overseas travel may be required to support CVP or Mission-organized training programs and events.
This position is based in the Washington, D.C. area with the option for remote work contingent upon expertise/experience.
Required Experience:
Master’s degree in international relations, international development, intercultural communications, or a related degree.
At least 8 years of experience in global development, preferable for USAID or the State Department
Previous experience working on conflict issues or in conflict settings
Previous experience providing training and/or professional development on conflict or in conflict settings
Excellent verbal and written communication skills
Demonstrated experience working with various levels of USG stakeholders to inform development programming
Preferred experience
Familiarity with the USAID Conflict Assessment Framework, Conflict Sensitive AID, and Advanced Conflict Assessment trainings
Familiarity with the Elie Wiesel Act
Demonstrated experience applying a Diversity, Equity, and Inclusion (DEI) lens to training development and facilitation
Able to communicate in a second language, preferred languages include Spanish, French, Russian, and Arabic.
Previous experience developing and implementing strategic training programs
Previous experience conducting live or virtual trainings, workshops, and conferences
Previous experience facilitating communities of practice, mentoring and/or networking support
