Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the
Emergency and Stabilization (E&S) Coordinator, the successful candidate will be responsible for
the development, planning and implementation of the Transition and Recovery and
Development (TRD) operations of the International Organization for Migration (IOM) Emergency
and Stabilization Programme in Ukraine.
Core Functions / Responsibilities:
1. Manage IOM Ukraine stabilization and TRD portfolio with attention to Disarmament,
Demobilization, and Reintegration (DDR), livelihoods, Emergency and Early Recovery,
strengthening economic infrastructure and services, social cohesion.
2. Manage the selection, hiring, training and oversight of staff required for implementation of
operations related to TRD.
3. Manage the financial, administrative and programmatic aspects of TRD and related activities,
in close cooperation with Country Office (CO) financial staff and in accordance with IOM
standards and operating modalities.
4. Support context and conflict-sensitive analysis at country level to strengthen the
evidence-base for stabilization, transition, recovery, peacebuilding/ reintegration operations, that
include analysis of conflict drivers, with a focus on the impacts on conflict, peacebuilding,
recovery and displacement dynamics of reintegrating former fighters and affiliates into conflict
affected communities.
5. Promote integration of individual and community resilience and risk reduction perspectives
into transition, recovery, peacebuilding and reintegration strategies programmes and activities
supported by risk and vulnerability assessment.
6. In coordination with the E&S Coordinator, engage with all necessary stakeholders, United
Nations (UN) agencies, government, non-government institutions and the private sector involved
on stabilization, transition, recovery, and peacebuilding/reintegration towards promoting a
coherent and coordinated programming approach.
7. Identify and pursue programmatic opportunities that support the appropriately timed transition
of affected populations out of emergency towards recovery, reconstruction and development.
8. Provide support to build capacity of state partners, including developing the understanding of
veterans’ integration programmatic activities through systems of information management.
Develop, coordinate and implement a strong information management system.
9. Develop and standardize operationalization of the TRD programme activities throughout the
regions.
10. In coordination with the E&S Coordinator, provide inputs for narrative reporting and
contribute to the development of new projects regarding the TRD portfolio and related issues.
11. Travel frequently to other regions to provide technical support and coordination functions
related to TRD portfolio.
12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Relations, Political Science, Business or Public Administration
or a related field from an accredited academic institution with five years of relevant professional
experience; or
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in project management, implementation and monitoring;
- Experience in project design/development activities;
- Experience in integration and reintegration activities/programmes, peacebuilding and
demilitarisation is a strong advantage.
- Experience in managing transition-related programming.
- In depth knowledge and experience on conflict-sensitivity and the HDPN.
- Knowledge of the context and experience in the country is a distinct advantage.
Skills
- In-depth knowledge in the broad range of transition-related subject areas dealt with by the
Organization.
- Knowledge of UN and bilateral donor programming.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of
Ukrainian, Russian, French and/or Spanish is an advantage.
