Title: TV Broadcast Technician (Video Editor) DESCRIPTION: As a video editor, the incumbent is responsible for assembling video and audio raw material into a finished product. Material my include camera footage, dialogue, sound effects, graphics, and special effects.
RESPONSIBILITIES: – Applies skills and technical assistance in a disciplined and highly coordinated television production environment. Edits video by means of complex computer controlled editing systems. – Produces video and/or audio edits consisting of cuts, dissolves, fades, wipes or other special transitional elements as required. Transitions must be edited precisely and meet all aesthetic, artistic, and technical requirements of the program. – Utilizes a wide range of principles and techniques for communicating information through audiovisual means including knowledge of production, programming, and video editing. – Edits broadcast and web media that meets VOA house standards as determined by VOA Best Practices Guide, ITU 601/709 and commercial broadcast standards. – Makes appropriate adjustments to media such as color correction, sizing of video, character generated content, and timing.
QUALIFICATIONS: Specialized experience is experience that has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is professional experience editing for broadcast television, web and social media in the following areas (1) editing skill, which includes video/audio transitions; (2) knowledge of file based video sharing workflow. Applicant must have a strong comprehensive knowledge and professional experience with non-linear editing platforms such as Adobe Premiere, as well as working knowledge of current broadcast and web video codecs, and audio/video transcoding. Working proficiency in one of the following languages is desired but not required: Mandarin, Farsi, Russian, Pashto.
