PROGRAM DESCRIPTION
The Public Affairs Section of the U.S. Embassy in Ukraine announces an open for Ukrainian media organizations to submit applications to carry out a program to raise journalistic standards, ethics, and capacity of smaller, especially regional outlets through training and platform building. Please follow all instructions below.
Program Objectives:
- Support media organizations to build capacity of regional media outlets to uphold high journalistic standards; develop sustainable business models; promote media literacy; and counter disinformation with high quality journalism and compelling content.
- Promote regional and national professional networks among smaller media outlets across Ukraine. Media organizations can do this through online platforms, joint media projects, master classes, and other events (events may take place at a later date due to COVID19). These networks can engage other stakeholders in the development of Ukrainian independent media such as civil society organizations, businesses, and local government representatives as appropriate. These networks will encourage dialogue and contribute to inter-regional communication and cooperation.
Funded projects will сover, but will not be limited to the following areas:
- Promoting high-quality, credible journalism by training journalists on ethical standards; audience analysis for different platforms, explanatory journalism, storytelling, news production, investigative reporting, and other tools to raise the quality of journalism among small, regional outlets.
- Encouraging small and regional media outlets to produce innovative content.
- Sustaining existing networks among small and regional media outlets by encouraging them to collaborate and share ideas for content and effective business models, monetizing online content, and developing successful advertising strategies.
- Improving Media Literacy by providing journalists with practical tools to understand and identify manipulative messages and empowering them to embrace their role to provide high quality and credible information to the public.
Media organizations will identify small and regional media outlets to work through master classes, trainings, and by supporting platforms where they can collaborate. These platforms should outlast the project and aim to help organizations develop business models and networks for sharing information related to news stories. Media organizations will improve small media outlets’ capacity to deliver credible journalism, build awareness of their outlet, and increase public trust in local media.
Project proposals may include sub-grants for small regional media that should not exceed 50 percent of the total project budget. Organizations that propose sub-granting should demonstrate strong capacity (human resources and technical) that would make this project component effective.

Award amounts: awards may range from a minimum of $40,000 to a maximum of $70,000

Eligible Applicants: Ukrainian independent media organizations.
Cost Sharing or Matching: Cost sharing is not required.
Other Eligibility Requirements
In order to be eligible to receive an award, all organizations must have a unique entity identifier (Data Universal Numbering System/DUNS number from Dun & Bradstreet), as well as a valid registration on www.SAM.gov. Please see Section D.3 for information on how to obtain these registrations. Individuals are not required to have a unique entity identifier or be registered in SAM.gov.
