Context
The technical cooperation project “Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine” (hereinafter – FEER Project), which is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German and Swiss Governments was launched in July 2020. The Project bundles the previous projects „Energy Efficiency Reforms“, „Energy Efficiency in Municipalities in Ukraine II“ (EEIM II) and „Modernisation Partnership for Energy Efficiency “.
The project supports the Ministry of Development of Communities and Territories of Ukraine (Minregion) and the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) in three fields of action: policy advice and implementation of partial reforms, spread of municipal energy management in Ukraine and design of qualification possibilities with reference to energy efficiency for professionals and employees
Tasks to be performed by the contractor
This assignment is related to the outcome 2. Subsequently, the key objective of this assignment is to support 11 partner municipalities in the development of Municipal energy plans. This objective should be reached within a package of the services, including a range of trainings (both offline and on-line), permanent consultancy support, support missions to partner municipalities, and providing recommendations for the further development.
The training events should be held both in on-site and on-line formats. In case of limitations caused by current pandemic COVID-19 situation taking into account further recommendations or restrictions by the Ukrainian government and GIZ rules, the Contractor shall be ready to switch the format of training accordingly. The trainings should explicitly explain the topics of the development of a planning map, a planning report and a catalogue of measures. The help-desk (permanent consultancy support) should answer all the
questions and issues that may be provided by the representatives of the partner municipalities while developing MEP. The support missions shall include the monitoring of the elaboration process, and additional support in the data collection, coordination of activities, brainstorming, etc. After the development of the plans, the consultants will prepare the final report with the recommendations of best approaches and lessons learned for Ukrainian circumstances.
The contractor will act in full cooperation with GIZ and other consultants that might additionally support municipalities with the tasks that go beyond this ToR (e.g. research of existing local strategies on district heating, special technical assessments, etc.). The contractor should take relevant Ukrainian legislation and regulations (or elements of such) and appropriate Swiss know-how and methodologies as a basis for the improvement of municipal energy planning in Ukraine.
The experts assigned to the contract shall be, or make themselves, fully acquainted with the relevant national legislation concerning energy, energy efficiency, district heating, renewables, etc., and any municipal/local/state regulations that might be of relevance to the Project (e.g. Guidelines for developing heat supply schemes in municipalities of Ukraine).
The consortium of experts shall consist of both international and national (Ukrainian) consultants with relevant expertise in the field.
The consortium is expected to manage the delivery of the package of services with the following tasks:5
1. Develop and implement the training program for the 11 partner municipalities on the development of the MEP.
2. Provide permanent consultancy support to partner municipalities, including the format of the help-desk.
3. Commit support missions to each of the 11 partner municipalities to check the
status of MEP development and support in modules where partners need
additional intervention.
4. Prepare the final report with the recommendations.
All services offered under this contract shall be completed by the end of August2022 following the commencement of the contract
