Head of Programme Support Unit Moldova


JOB DESCRIPTION

With a strong focus on programme quality and support, the Head of Programme Support will guide the development and continuous evolution of NRC Moldova’s grants and partnerships portfolio and will be the PCM (project cycle management) compliance/focal point. A key focus of the role will be grants oversight and partnerships. As delegated from the Head of Programme, the position will work with the MEL Manager and their team to ensure a robust Monitoring and Evaluation system for the Country programme.

What you will do:

  1. Line management and staff development.
  2. Support in the development of a multi-year funding strategy, programme forecasts and identify funding opportunities, taking account of changing donor priorities.
  3. Accountable for compliance in relation to grant management and project cycle management processes, as delegated from Head of Programme
  4. Manages the development of submissions to donors, including project proposals and coordinate input for reporting to donors.
  5. Responsible for quality control of donor applications and reports
  6. Responsible for the management of consortia of which NRC is the lead agency, and in development of any consortia applications, line management of any consortia staff.
  7. Support to the MEL team to ensure a robust M&E system is in place, including an appropriate beneficiary feedback mechanism. Regular monitoring and data collections should be analysed and factored into future programme design and development
  8. Ensure all programme staff are trained in NRC’s project cycle management
  9. Compliance and adherence to NRC policies, guidance and procedures
  10. Deputising for the Head of Programmes

What you will bring:

  • Minimum 4 years’ experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context
  • Experience of working on, coordinating or leading consortia or other forms of partnership implementation
  • Experience in M&E systems and approaches, and accountability mechanisms and frameworks
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s licence.

Context/specific skills, knowledge and experience:

  • Knowledge of the context in Central and Eastern Europe is desirable
  • Knowledge of donor landscape, priorities and conditions
  • Experience in working in partnerships with local actors (civil society, NGOs, private sector, community-based, academia)
  • Experience of working in integrated programmes
  • Experience of steering the development of M&E systems
  • Knowledge of Russian, Romanian, and/or Ukrainian is desirable
